Tallinn Mechanism Partners Commit Over 241.7 million euros to Strengthen Ukraine’s Cyber Defences Amid Escalating Russian Aggression

“Tallinn Mechanism Members Canada, Denmark, Estonia, Finland, France, Germany, Italy, the Netherlands, Norway, Poland, Sweden, the United Kingdom and the United States together with observers Czechia, the European Union, NATO and the World Bank, gathered in Paris on October 30-31st.

“The Members have reaffirmed their unwavering support for Ukraine’s digital sovereignty and resilience, announcing a further 60.9 million euros in 2025 through the Tallinn Mechanism for civilian cyber assistance. This support from the international community brings the total coordinated civilian cyber support to Ukraine to 241.7 million euros, marking a significant growth in efforts to counter Russia’s ongoing aggression and hybrid activities.

“This announcement comes at a time of heightened cyber threat. Russian malicious cyber activities are intensifying in scale and sophistication, targeting Ukraine’s critical infrastructure, government systems, and essential services. These malicious activities are not isolated incidents or confined to Russia’s war of aggression against Ukraine. They are part of a broader, coordinated campaign of hybrid operations aimed at destabilising our democratic institutions and critical infrastructure, as well as economies and free and open societies across Europe and beyond.

“The stepping up of Russia’s attacks on the Ukrainian people and civilian energy infrastructure, underscores its continued commitment to aggression - and shows that Russia is not interested in serious negotiations. Along with so many in the international community, the Tallinn Mechanism Partners call on Russia to immediately and unconditionally cease its war against Ukraine and halt its malign cyber operations, which disregard the UN framework for responsible state behaviour in cyberspace and endanger global security.

“Launched in 2023, the Tallinn Mechanism has become the leading international platform for coordinating civilian cyber support to Ukraine. With Norway and Finland recently joining as members, and the World Bank as an observer, the Mechanism continues to unite governments, donors, and technical experts to deliver timely, targeted assistance aligned with Ukraine’s most urgent digital needs. The Tallinn Mechanism members commend Ukraine’s strong commitment to the Tallinn Mechanism. They also intend to engage closely with private sector partners from inside Member States and beyond. The latest funding will help Ukraine detect, raise costs, and recover from malicious cyber activity, while also enhancing the collective resilience of partner nations.

“As the world faces a new era of hybrid threats, the Tallinn Mechanism stands with Ukraine as a symbol of unity, resilience, and shared security. By defending Ukraine’s digital borders, we are also defending the integrity of democratic systems and the safety of citizens across the globe.
