National Action Plan on Open Government
The Government of Canada has been a member of the international Open Government Partnership (OGP) since 2011. The OGP brings together national and sub-national governments from around the world who are committed to advancing transparent, participatory, inclusive and accountable governance. To remain a member of the OGP, the Government of Canada must work with civil society and the public to develop and carry out a National Action Plan on Open Government every two to four years.
As the plan is carried out, progress is publicly tracked to hold the government accountable for following through on its commitments.
Canada’s 2025–2029 National Action Plan on Open Government
The 2025–2029 National Action Plan includes commitments and milestones to make the Government of Canada more open, transparent and accountable to those it serves. The government used feedback from the public to make sure that the plan reflects what matters most to the people of Canada.
This plan has four commitment themes, listed below, with milestones and indicators for each.

Inclusive and meaningful public participation
- Encourage inclusive, equitable and effective public input and collaboration in Government of Canada decision-making, including building a framework to better understand and measure public participation

Protecting civic space and democracy in the digital era
- Improve knowledge sharing and helping Canadians learn to identify and resist online disinformation and harmful content

Anti-corruption, public confidence and corporate transparency
- Strengthen and reinforce public trust in the Government of Canada through transparent government practices, meaningful dialogue and anti-corruption measures

Designing inclusive government programs and services
- Identify opportunities to improve existing programs and services offered by the Government of Canada to better meet the diverse needs of users
