Consultation on a proposal for a tobacco cost recovery framework

The purpose of this consultation was to gather perspectives from interested parties on a proposal for a tobacco cost recovery framework that would introduce an annual charge applied to designated tobacco product manufacturers (including importers).
Key issues discussed
A key part of this consultation was to gather the perspectives of Canadians, experts, and other stakeholders relating to the proposed variable annual charge based on a manufacturer's tobacco product domestic market share. Fees or charges for vaping product manufacturers were not included at the time of this consultation.

Health Canada engaged with Canadians, including:
- the general public
- provincial and territorial governments
- First Nations communities and national/regional Indigenous organizations
- health partners
- tobacco control experts - domestic and international
- non-governmental organizations
- academics
- people who vape, use tobacco products, or use both vaping and tobacco products
- interested members of the industry
