Information gathering or doing your homework
Policy emerges from an understanding of your institution's needs. For this reason, one of the first steps in the creation of a new policy is to undertake background research to uncover all the information you need to know in order to make informed decisions.
Adequate resource discovery will involve activities internal and external to an institution.
