The Government of Canada Appoints Sylvain Villiard as Chair of the Board of The Jacques Cartier and Champlain Bridges Incorporated

Montréal, Québec, March 8, 2025 – Today, the Honourable Nathaniel Erskine-Smith, Minister of Housing, Infrastructure and Communities, is pleased to announce the appointment of Sylvain Villiard as Chair of the Board of Directors of The Jacques Cartier and Champlain Bridges Incorporated (JCCBI) for a three-year term.
Mr. Villiard has served as acting Chair of the Board since April 2024 and has been a dedicated Board member since June 2017. A seasoned lawyer and executive with deep expertise in government administration, he brings decades of leadership experience to the role. As Assistant Director General of the Centre hospitalier de l’Université de Montréal (CHUM), Mr. Villiard spearheaded the hospital’s modernization project, driving innovation and efficiency. Now, as a consultant, he partners with clients to strategically plan, manage, and execute complex projects, delivering impactful results through expert leadership.
Mr. Villiard was identified through the Government of Canada’s open, transparent, and merit-based selection process.
JCCBI plays a critical role in managing key federal infrastructure, ensuring long-term viability and the safety of its users. With a 45 year track record of expertise and a strong, diverse team, JCCBI is a leader in infrastructure sustainability, leveraging cutting-edge technologies and championing environmental stewardship. JCCBI is a Crown corporation that operates at arm’s length from the government, overseen by an independent Board of Directors and reports to Parliament through the Minister of Housing, Infrastructure and Communities and manages and operates federal transportation corridors in the Montréal area, including the:
- Jacques Cartier Bridge
- The Estacade
- Melocheville Tunnel
- Honoré Mercier Bridge (federal portion)
- Bonaventure Expressway (federal portion)

JCCBI is also responsible implementing the rehabilitation plan for the Québec Bridge over the next 25 years.
