Backgrounder: David Chemla Biography

Mr. Chemla is a fluently bilingual professional with over 20 years of experience providing infrastructure advisory services required for the successful planning, procurement and implementation of public-private partnership (P3) infrastructure projects.

Before creating his own consultancy firm, Mr. Chemla served for eight years as Vice-President at Deloitte Canada’s Infrastructure Advisory Practice, leading teams which delivered business cases, options analyses and transaction advisory services to project owners regarding their infrastructure and real estate projects. For your years, he served as Vice-President, Project Delivery at Infrastructure Ontario (IO) where he led teams of IO staff and consultants to ensure the proper planning, budgeting, procurement and construction of P3 projects.

Currently, Mr. Chemla is President of Sage Project Advisors, a consultancy which provides transaction advisory, procurement, business case, project development and project management services relevant to clients’ infrastructure and real estate projects. 

Mr. Chemla is a member of the Law Society of Ontario and Quebec Bar and in 2005, was selected as one of Canada’s “Top 40 under 40” In-House Legal Counsel.

Mr. Chemla currently sits on the Board of Governors of the University of Ottawa and the Boards of Directors of Home Ownership Alternatives and Options for Homes, not-for-profit affiliated organisations dedicated to funding, developing and providing affordable housing solutions to Ontarians.
