Centralized Intake of Federal Self-employed Persons Class and Quebec Business Class Applications

This Operational Bulletin has expired.

Issue

Effective May 29, 2012, all applications for permanent residence in the Federal Self-employed Persons Class and the Quebec Business Class must be submitted to the Centralized Intake Office (CIO) in Sydney, Nova Scotia. Quebec Business Class includes Quebec selected Entrepreneur, Investor and Self-Employed applications.

Background

Centralized intake of Federal Self-employed and Quebec Business applications will add to the business lines already centralized at the CIO: Federal Skilled Workers (November 2008), Federal Immigrant Investors (July 2011), Provincial Nominee (December 2011), Quebec Skilled Workers (December 2011), and Canadian Experience Class (December 2011).

Guidelines for new applications

Persons applying for permanent residence under the Federal Self-employed or any of the Quebec business classes on or after May 29, 2012, are required to submit their complete application to the CIO.

The CIO will examine each application for completeness. An application must include all of the forms and documents listed in the Document Checklist for Federal or Quebec Business Class applicants to be considered complete by the CIO. Applicants will no longer be able to submit the Simplified application package.

If the application is incomplete, the CIO will return the entire application package (including fee payment) to the applicant. For complete applications, the CIO will enter the application information into the Global Case Management System and allocate the processing fee. The CIO will then forward complete applications to the appropriate office for processing. Offices will process applications according to existing procedures and processing priorities.

Applications submitted directly to the visa office

Applications received at the mission after May 29, 2012 may be returned to the applicant advising them that they must submit their application to the appropriate CIO address indicated below:
