Processing Admissions for Clients whose Confirmation of Permanent Residence has not downloaded from GCMS to FOSS

Summary

Canada Border Services Agency (CBSA) and Citizenship and Immigration Canada (CIC) have become aware that some Confirmations of Permanent Residence (CoPR) have not downloaded successfully from the Global Case Management System (GCMS) to the Field Operations Support System (FOSS). Both sides are working on a solution but an interim solution is needed for affected clients.

Issue

This Operational Bulletin (OB) sets out procedures for CIC offices to follow in order to facilitate the admission process for clients whose CoPR has not downloaded from GCMS to FOSS.

Background

CBSA Ports of Entry (POEs) are encountering clients who present CoPRs that are properly issued by CIC but that do not appear in FOSS. CBSA are not able to process these clients for admission until the CoPR is entered in FOSS.

Processing: CBSA

When CBSA POEs encounter these cases, the Border Services Officer (BSO) will follow the instructions set out in OB 545 (Modified) on Document Numbers in FOSS. The BSO will also send an email to the CIC Operations Support Centre (OSC), with the subject line “COPR missing from FOSS: FOSS ID/USI: XXXX-XXXX; COPR: TXXXXXXXXX”.

The BSO will instruct the client to contact the CIC Call Centre to arrange an appointment to compete their processing for admission as a PR. The BSO will enter notes regarding the action taken so that the Call Centre and CIC can identify the case for priority processing.

Upon receiving the email, OSC will remedy the situation in GCMS and FOSS.

When the Call Centre receives calls from these clients, the clients will be referred to the most convenient CIC office for priority processing for admission as a PR.

Processing: CIC offices

The CIC offices receiving referrals for these clients will book them priority appointments for admission processing.
