Key Messages
- The Department, through the 2023-2025 Immigration Levels plan, provides the planned number of upcoming permanent resident admissions. Canada aims to welcome 465,000 new permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025.
- The 2023-2024 Supplementary Estimates (B) provides the information on the authorities sought for the 2023-2025 Immigration Levels Plan for fiscal year 2023-2024. Future year spending authorities will be sought through the Main Estimates process.
- There are mechanisms by which departments can request additional funding for governmental priorities, including the Federal Budget cycle. Once these priorities are approved by Parliament, the spending authorities are sought through the Estimates process.
- The 2024-2026 Immigration Levels Plan, tabled in Parliament on November 1, 2023, provides stabilized levels in permanent resident admissions, as outlined in the 2023-2025 Immigration Levels Plan.
- The future years’ declining budgets are due to sunsetting programs (e.g. resettlement of 40,000 Afghan refugees)
