IRCC’s response to a request for information made by the Standing Committee on Citizenship and Immigration on May 12, 2022
Question
Ms. Jenny Kwan: I'd like to ask the minister if he can table for this committee a breakdown of the people who have arrived in Canada and those who were in a third country prior to the fall of Kabul. I think it's important to get that information, to distinguish between the people who were previously in need of getting to safety and the people who are in need of getting to safety as a result of the fall of Kabul in August.

Response
The Department is unable to report on how many arrivals under the Afghan special measures and humanitarian programs were of clients outside of Afghanistan when Kabul fell. The Department receives information from the clients on their current country of residence when they submit an application. Clients may notify the Department of changes to their country of residence, which may be updated in the Global Case Management System but may not reflect the actual date that the client moved. The Department does not track information relating to when a client may have left their home country, noting as well that clients may have fled Afghanistan after the fall of Kabul but prior to submitting an application to IRCC.
Under the Special Immigration Measures program for those who assisted the Government of Canada, eligible Afghans must have been in Afghanistan on or after July 22, 2021, the date this special program started. With respect to overall arrivals, the most up to date numbers are located here:
