The Government of Canada is committed to ensuring that each application is treated fairly and without discrimination. IRCC has committed to significantly advance efforts in support of anti-racism, diversity, equity and inclusion.
All applications and supporting documentation submitted are reviewed independently by decision-making officers.
When assessing applications, officers assess if an applicant is likely to leave Canada by the end of the period authorized for their stay and if an applicant will abide by any terms and conditions imposed on their stay pursuant to the Immigration and Refugee Protection Act.
A decision-maker takes into consideration numerous factors including, but not limited to, purpose of travel, ties to country of citizenship or residence, financial status, and immigration history.
Based on a review of the application and various factors, officers arrive at their decisions, which may vary for different applicants.
IRCC has been expanding its training curriculum and offering further training to its employees on themes such as unconscious bias; anti-racism; and diversity, equity and inclusion.
IRCC has designed a Quality Assurance Framework to assess the extent to which processes are compliant, consistent, efficient and bias-aware. This will be implemented in early 2023.
