- Starting in 2016, the Department has engaged with more than 95 stakeholders on drafting [redacted]. The range of stakeholders includes regional and national Indigenous organizations and people, historians, official language minority communities, academics, government partners, and diverse interest groups (listed in section 1). There is wide-ranging support amongst all consulted stakeholders for a new citizenship guide and support for the launch of [redacted].
- Ongoing relationships with the National Indigenous Organizations (NIOs) have been established since December 2016 on the revised guide, including the Assembly of First Nations (AFN), Inuit Tapiriit Kanatami (ITK), and the Métis National Council (MNC).
- Drafting began in early 2017. The Department co-developed content for the revised guide on Google Docs with key super-collaborators noted in section 1. The use of Google Docs provided an environment of dialogue and collaboration to provide feedback on the guide. This innovative approach was commended by stakeholders and continued through 2018.
- From February to March 2018, Ministerial Roundtable consultations were held across the country (section 2), involving over 100 participants in 13 cities. Parliamentarians were also consulted over the same period (section 3). Overall, stakeholders consistently agreed on the need for a revised guide and test, and were supportive of the proposed areas of change.
- The Privy Council Office (PCO) held a number of focus groups in late 2018 to test elements of the guide across the country. This feedback was been used to confirm direction.
- At the Minister’s request, re-engagement with key Indigenous stakeholders, historians and other government departments was undertaken in early 2021. In addition to AFN, ITK and MNC, two additional NIOs were included, the Native Women’s Association of Canada (NWAC) and the Congress of Aboriginal Peoples (CAP).
- As NWAC was unable to provide input within requested timelines, the Department (in partnership with Crown-Indigenous Relations and Northern Affairs Canada (CIRNA)) engaged six Regional Indigenous Women’s Organizations: Women of the Métis Nation - Les Femme Michif Otipemisiwak (LFMO); Institute for the Advancement of Aboriginal Women (Edmonton); Yukon Aboriginal Women's Council (YAWC); Newfound Aboriginal Women’s Network; Femmes Autochtones du Quebec; and British Columbia Native Women’s Association. Details of these engagements can be found in sections 1 and 4 below.
- Specific government departments were included in the recent re-engagement exercise in early 2021, including CIRNAC, Indigenous Services Canada (ISC), Canadian Heritage (PCH), the Department of Justice (DOJ), and the Department for Women and Gender Equality (WAGE).
- Renewed collaboration was also undertaken in early 2021 with eminent Canadian historians [redacted], chief historian at CIRNA.
- Prior to the launch of [redacted], a targeted group of key stakeholders will be re-engaged -- the NIOs, settlement service providing and other organizations such as the Institute for Canadian Citizenship – to build support and cross-promotion for the guide at launch.
