Key notes
- Increase in professional services is mainly attributable to the transfer of the Passport program to IRCC in July 2013 and higher health and welfare services provided to an increased volume of asylum seekers through the Interim Federal Health Program.
- Accenture and Deloitte: While the number and value of contract were relatively low until 2019-20, increases starting in 2020-21 are mainly related to competitive contracts of ~$30M for system integrator services to rapidly convert IRCC paper based processes to Digital during COVID 19. Other contracts in previous years are small in comparison.
- Ernst and Young and KPMG: The vast majority of these contracts were for accounting services for financial statements.
- PriceWaterhouse Cooper: There are large task authorization contracts with PwC for change management and project services for the organization. These are recently awarded contracts for resources used as required as opposed to consulting Services. Of note, PWC was awarded a new contract in 2022-23 through an omnibus vehicle in the amount of $13,165,614.79 (including taxes).

- IT database subscription services ( subscription to an online library of proprietary informatics professional services data, toolkits, and research maintained and regularly updated by the Contractor)
- Benchmarking services to provide a comparative analysis that helps the client understand its full cost, service or maturity positions relative to its peers.
Key notes
The amount paid to McKinsey is around 1% of the total of IRCC Professional and Special Services expenses and is less than 1% of the total of IRCC Operating expenditures.

Key notes
- This firm has received a relatively higher number and value of contracts since 2013 for the provision of various categories of IT resources as required across the organization.
- Mindwire was successful on a number of contracts following competitive processes for the Omnibus 1.0 (IT) where they provide resources for Help Desk, Quality Assurance, Testing and ERP and Omnibus 2.0 (Non-IT) where they provide Project Managers/Leaders/Executives and various Business Consultant.
- An Omnibus is a procurement vehicle that can be leveraged by the entire department for the provision of various resource categories separated by streams (i.e. web architects, operations stream, project management, business consulting, etc.)…. PSPC led means that PSPC managed and coordinated the solicitation process and contract award on behalf of IRCC. IRCC then uses this tool as needed.
- Of note, a $37M over 5 years contract with MindWire for Omnibus 2.0 recently ended and PwC was awarded a new contract for these services in the amount of $13,165,614.79 (including taxes).
