Hire through the Atlantic Immigration Pilot: make a job offer
The Atlantic Immigration Pilot closed on December 31, 2021, and provincial endorsements are no longer being issued. If your candidate has a valid provincial certificate of endorsement, they can still apply for permanent residence under the Atlantic Immigration Pilot until March 5, 2022.
The Atlantic Immigration Program has replaced the pilot. Candidates can submit their permanent residence application to the new program starting March 6, 2022.
Make a job offer
When you have a candidate and a job that meet a program’s requirements, offer the candidate the job using the form Offer of Employment to a Foreign National [IMM 5650] (PDF 817.97 KB).
If you’re hiring a foreign worker for a permanent job through the Intermediate-skilled worker program, you must enter permanent as the end date in box 22 of your offer of employment (IMM 5650).
Fill out the form and give a copy to your candidate. They must sign it.
The candidate will need a copy of the form and a copy of your Confirmation of Designation to get a settlement plan.
At this step, the candidate will work with a settlement service provider organization to create a settlement plan. The organization can be the one you worked with to get designated or the candidate can choose a different one.
The candidate will give you a copy of the plan. You’ll need the plan to get endorsed.
