Delta Grinding Facility Project — Public Comments Invited

March 18, 2019 — Ottawa — Canadian Environmental Assessment Agency

The Canadian Environmental Assessment Agency (the Agency) must decide whether a federal environmental assessment is required for the proposed Delta Grinding Facility Project, located on Tilbury Island, in British Columbia.

To help inform this decision, the Agency is seeking comments from the public and Indigenous groups on the project and its potential effects on the environment, as described in the summary of the project description.

Substitution Request

The Government of British Columbia has requested that the environmental assessment for this project under B.C.'s Environmental Assessment Act be substituted for the federal environmental assessment under the Canadian Environmental Assessment Act, 2012 (CEAA 2012). This means the provincial government would conduct the environmental assessment of the project on behalf of the Agency.

The Agency is also seeking comments from the public and Indigenous groups on this request.

The request by the province is in accordance with a memorandum of understanding (MOU) between the Agency and B.C.'s Environmental Assessment Office to enable efficient and timely use of the CEAA 2012 substitution provisions. The MOU addresses the processes leading to substitution, the conduct of the substituted environmental assessment and associated consultation with Indigenous groups and the coordination of decision-making, monitoring and follow-up after the environmental assessment.

All comments received will be considered public. Written comments in either official language must be submitted by April 7, 2019 to:
