Tribunal Continues Finding, with Amendment—Oil Country Tubular Goods from Chinese Taipei, India, Philippines, South Korea, Thailand, Turkey, Ukraine and Vietnam

Ottawa, Ontario, September 8, 2022—On April 30, 2020, pursuant to paragraph 76.1(1)(b) of the Special Import Measures Act (SIMA), the Minister of Finance requested that the Canadian International Trade Tribunal review its threat of injury finding made on April 2, 2015, in inquiry NQ‑2014‑002, concerning the dumping of oil country tubular goods from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu, the Republic of India, the Republic of Indonesia, the Republic of the Philippines, the Republic of Korea (South Korea), the Kingdom of Thailand, the Republic of Turkey (Turkey), Ukraine and the Socialist Republic of Vietnam, having regard to the recommendations and rulings of the Dispute Settlement Body of the World Trade Organization in Canada – Anti-Dumping Measures on Imports of Certain Carbon Steel Welded Pipe from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (DS482).

Further to its review, the Tribunal continues, pursuant to paragraph 76.1(2)(b) of SIMA, its threat of injury finding in respect of the aforementioned goods, other than those exported from South Korea by Hyundai Steel Company (formerly Hyundai Hysco Co. Ltd.) and those exported from Turkey by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş.

The Tribunal will issue the reasons for its order on September 23, 2022.

The Tribunal is an independent quasi-judicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
