The grievor was posted outside Canada (OUTCAN) in July 2016. On 19 April 2018, a new version of the Canadian Forces Integrated Relocation Program (CFIRP) Directive came into effect, providing a new entitlement to long-term storage (LTS) for Canadian Armed Forces members posted OUTCAN. The grievor sought reimbursement for her storage fees.
The Committee found that the new CFIRP Directive did not apply retroactively and that there was no authority to reimburse her.
