The grievor has served as a Cadet Instructors Cadre officer since 1990, serving full-time on Class “B” service since 2001. In 2019, he requested educational reimbursement for courses towards a first university degree pursuant to Compensation and Benefits Instruction (CBI) 210.801. The request was denied because he was not a member of the Primary Reserve.
The Committee found that only members of the Primary Reserve are eligible for funding, pursuant to CBI 210.801 and recommended that the Final Authority (FA) deny the grievance.
FA decision summary
The FA agreed with the Committee's finding that CBI 210.801 does not provide educational reimbursement for Cadet Organizations Administration and Training Service members, but also agreed with the Committee's observation that the Canadian Armed Forces could consider in future whether to propose to Treasury Board that they be included. The FA agreed with the Committee's recommendation not to grant redress.
