The grievor complained that it was unfair for a Progress Review Board to recommend he cease training (CT) on his fighter pilot course, as he had not met the course failure criteria.

The Committee found that meeting the course failure criteria was not the only trigger for a CT. In the grievor's case, the Committee found that he had demonstrated below standard performance on the course and his potential for success as a fighter pilot was low. Consequently, the Committee found the decision to CT the grievor was reasonable and recommended that the Final Authority not afford the grievor redress. 

FA decision summary

The FA, Commander Royal Canadian Air Force, agreed with the Committee's findings and recommendation and did not grant redress.
