The grievor complained about the cost of the utility share he was required to pay while posted outside Canada and claimed that it was more than the cost of the utilities he used. The Committee found that, as the grievor had not opted out of the rent share, he was required to pay a utility share. Furthermore, the Committee found that the grievor's utility share had been correctly calculated in accordance with the direction of the Treasury Board of Canada as stipulated in Military Foreign Service Instruction. Consequently, the Committee recommended that the Final Authority (FA) not afford the grievor redress.

FA decision summary

The Director Canadian Forces Grievance Authority, acting as FA, agreed with the Committee's finding that there is no option to opt out of the utility share while receiving the other outside Canada shelter share benefits. The FA denied the grievance.
