The grievor completed a component transfer (CT) from the Reserve Force to the Regular Force (Reg F). He contended that his requests for a Prior Learning Assessment and Recognition (PLAR) and his CT were unnecessarily delayed, and not administered properly. There was no Initial Authority (IA) decision in the matter given the IA did not render a decision within the allotted time limits.

After reviewing the applicable policies and relevant information, the Committee concluded that the grievor was provided with a reasonable and full explanation from staff at the Director Military Careers Policy and Grievances as to why his PLAR assessment did not provide him with an equivalency for the Reg F Qualification Level 3. The Committee found that the grievor's PLAR request was not unreasonably delayed and that he did indeed receive an answer to his request. In addition, the Committee concluded that there were no significant delays in the processing of the grievor's CT request. The Committee found that while there were some delays, they were mostly related to obtaining the necessary medical information and were reasonable under the circumstances. The Committee found that the applicable policies were followed in the grievor's circumstances.

FA decision summary

The Director Canadian Forces Grievance Authority, acting as FA, agreed with the Committee's findings and recommendation not to afford the grievor redress.
