The grievor alleged that during her time at the Canadian Forces Recruiting Center, Detachment Toronto she was subjected to bullying, unfair treatment, verbal abuse, and unfounded accusations that resulted in adverse written reports. The grievor further alleged that she repeatedly reported these issues to her chain of command (CoC); however, they did not investigate or address her concerns properly. The grievor contended that her CoC failed to provide a safe work environment free of harassment and she was not afforded a fair and neutral process of her complaints. 

The Commander Canadian Forces Recruiting Group, acting as the Initial Authority (IA) rejected the grievance on the grounds that the grievor had not identified a specific decision, act, or omission over which they could render a decision. The IA advised that the matters raised by the grievor were better suited to be addressed through alternative complaint mechanisms. 

The Committee determined that, in reviewing the evidence, it was clear that the grievor had experienced conflict in the workplace; however, they noted that workplace conflict and harassment should not be equated. The Committee found that the CoC addressed the workplace conflict affecting the grievor properly, taking appropriate action in a timely manner and in accordance with policy. The Committee also found that the grievor was not aggrieved and recommended that the Final Authority not afford the grievor redress
