The grievor contested the decision rendered by the Responsible Officer (RO) on her harassment complaint, as she believed that some of the information she provided was misunderstood. As redress, the grievor requested that the respondent named in her harassment complaint be placed under initial counselling as a remedial measure for slandering and not respecting the grievor's rank and position. 

The Commander, Naval Reserve, acting as the Initial Authority denied the grievance, as they concurred with the RO's determination that the grievor's allegations did not meet all the criteria to be considered harassment, as provided by the Harassment Prevention and Resolution Instructions. 

The Committee determined that the grievor's harassment complaint did not meet the definition of harassment, prima facie. Thus, according to the applicable policy, no further steps, beyond conducting the Situational Assessment, were required. The Committee found that the grievor's harassment complaint was administered correctly, in accordance with the applicable policy provisions and therefore, the grievor had not been aggrieved. The Committee recommended that the Final Authority not afford the grievor redress.
