The grievor submitted two grievances contesting the conclusions of the Responsible Officer (RO) regarding the two harassment complaints submitted against two different respondents. The grievor  argued that, contrary to what the RO claimed, he feels that he has suffered ongoing harm. As redress, the grievor requests that both harassment complaints be re-evaluated, taking into account the personal consequences suffered.

The Initial Authority (IA) prepared a disclosure summary for each grievance, in which he recommended that they be rejected. However, the IA did not render a decision within four months of the date when the grievances were received, and the grievor requested that the files be sent to the Final Authority (FA).

The Committee re-examined the allegations contained in the two complaints and concluded that, in both cases, the six criteria for harassment had been met, including the fact that the reported incidents had had an ongoing impact on the grievor. The Committee recommended that the FA order that two harassment investigations be conducted regarding the two complaints submitted by the complainant.
