Contingency Cost Move (CCM), Harassment

The grievor grieved that he experienced procedural unfairness when he requested a contingency cost move (CCM). As redress, the grievor requested a harassment investigation and that the grievance be treated as a human rights complaint. 

The Initial Authority rejected the grievance on the basis that neither redress item could be initiated by the grievance process.

The Committee noted that if the grievor believed he was harassed, he ought to submit a harassment complaint in accordance with Defence Administrative Orders and Directives 5014-0, Workplace Harassment and Violence Prevention, and the Workplace Harassment and Violence Prevention Policy Manual. Also, if the grievor believed that his human rights had been infringed, he ought to submit a complaint to the Canadian Human Rights Commission. 

The Committee found that the grievor failed to provide any evidence to substantiate any of the issues raised surrounding his CCM.  

The Committee recommended that the Final Authority not afford the grievor redress.
