Description

Upon review of the file, the Committee noted that DCBA had initiated a practice whereby Canadian Armed Forces (CAF) members were automatically denied reimbursement of professional cleaning expenses when they elected the REI.

Recommendation

The Committee determined that cleaning expenses were not one of the disposal benefits contemplated in article 8.2.01 of the CF IRP Directive and concluded that DCBA’s practice of denying CAF members reimbursement of professional cleaning expenses on the basis that they elected the REI was not policy compliant.

The Committee recommended that this practice be ceased and that those CAF members who, like the grievor, were denied reimbursement of professional cleaning expenses on the basis they had elected the REI, be identified and have their relocation claims reviewed and corrected in accordance with article 3.4.04 of the CF IRP Directive.

Final Authority Decision

The CDS agreed with the Committee's systemic recommendation and directed DCBA to review all CFIRP claims for professional cleaning expenses made by CAF personnel who elected to receive the REI so as to reimburse such expenses in accordance with CFIRP policy.
