The Canadian Armed Forces (CAF) have acknowledged the frequent and significant delays in the air shipment of Household Goods and Effects (HG&E) to the Pacific region for outside of Canada (OUTCAN) postings. These delays often surpass the policy limits that establish a maximum of 45 days from the core funding envelope, in accordance with article 12.2.01 of the CFIRP Directive. The CFIRP Directive therefore does not adequately support these members with the costs of meals and miscellaneous expenses upon arrival to their OUTCAN posting, while they wait for their HG&E to arrive.

Recommendation

The Committee recommends that the CAF seek a realignment with the average OUTCAN normal air shipment timelines with respect to the policy entitlements. Furthermore, the Committee recommends that CAF members and families be adequately informed about expected timelines for OUTCAN air shipments so that they can prepare for their postings accordingly.
