Today, Minister Saks has refused the request, as proposed from Toronto Public Health, to decriminalize personal possession of controlled drugs and substances for people in Toronto. She has determined that it does not adequately protect public health and maintain public safety.

To help achieve this goal, in September 2023, the Government of Canada announced $8 million in funding through the Distress Line Equity Fund to address gaps in equity, diversity and inclusion within Canada’s crisis and distress line sector.
Health Canada is granting BC’s request to prohibit possession of controlled substances in public spaces, including public transit. Exemptions will continue to apply in private residences, healthcare clinics as designated by the province of BC, places where people are lawfully sheltering, and overdose prevention and drug checking sites.
