Madame President of the Conference, heads of delegations and delegates, distinguished guests
On behalf of Canada, thank you for the opportunity to participate at the Habitat III Summit.
This is the third time in three weeks that I have had the honour of speaking about the North. And I say this from the heart: marking the 20th anniversary of the Arctic Council, representing Canada at the Arctic Circle Assembly in Reykjavik and now joining you for this conference have been privileges.
I think that today’s celebration is important for all kinds of reasons. It is a reminder of the important role of an institution, an organization, a group of men and women and the service they give to their country and how important that is to the country. The Governor General has talked about this eloquently on many occasions. It is a particularly unique relationship between the people that Canada elects to make decisions and make laws, and the people that support them in making those decisions and serving Canadians through programs, services, regulations, and representation abroad. It’s a precious legacy and one which we have to continue to work hard to pass on to future generations of public servants and of Canadians. So these moments come too rarely to celebrate what we do, who we are, what we contribute to the country.

Local communities look to the media to keep them informed on the subjects and issues that matter to them. They look to the media to reflect the diversity of the people who live there. But shifts in technology, the business of the media and consumer behaviour have created some challenges in providing the local news coverage Canadians depend on to stay informed.
