Government of Canada Agrees to Proceed with Mcconnell-Laramée Blvd. Project

OTTAWA — Marcel Proulx, MP (Hull-Aylmer) and Parliamentary Secretary to Transport Minister David Collenette, today announced on behalf of Minister Collenette that the Government of Canada has approved the final environmental assessment and has agreed to proceed with the completion of McConnell-Laramée Boulevard in Gatineau, Quebec.
"I am pleased that the proposed completion of McConnell-Laramée has been given the go-ahead," said Mr. Proulx. "This is an important project for the people of Gatineau. It will greatly improve transportation in the Outaouais, and I am pleased that the federal approvals are now in place for work to begin."
The decision to proceed with the project comes after the release of an environmental assessment, in accordance with the Canadian Environmental Assessment Act, that concluded the project could proceed.
"The Government of Canada is pleased to contribute towards this project," said Mr. Collenette. "It will provide an important transportation link within Gatineau."
Transport Canada and Fisheries and Oceans Canada prepared the environmental assessment in cooperation with the National Capital Commission, which owns the federal lands in Gatineau Park. Environment Canada and Natural Resources Canada also provided their expertise. The report followed public sessions on the project in 2001. The project design was modified to reflect recommendations from the federal and provincial assessments, as well as the local community.
McConnell-Laramée boulevard will stretch 12 kilometres between St-Laurent boulevard in the Hull sector and Highway 148 in the Aylmer sector of Gatineau. The project will include traffic circles and will give access to Highway 50. There will be a recreational path for safe walking, in-line skating and cycling in Gatineau Park. The project, which will complete the remaining three kilometres of the boulevard, is expected to begin in September 2003 and last more than two years.
Funding for the project falls under the Outaouais Road Agreement signed by the governments of Canada and Quebec in 1972. The cost of the project is estimated at $55 million.
