ANNE MCLELLAN ANNOUNCES APPOINTMENTS TO THE NATIONAL PAROLE BOARD

October 26, 2004 OTTAWA -- The Honourable Anne McLellan, Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness, today announced the following appointments to the National Parole Board: Prairies Region Raymond-Marc Hébert of St. Boniface, Manitoba, has been appointed as part- time member. Dr. Hébert is a professor of political science at the University College of St. Boniface where he has taught for the past 22 years. He received his M.A. in political science in 1968 and Ph.D. in 2001 from the University of Manitoba. Since 1980 he has been in demand as a bilingual political commentator by local and national media. Del C. Anaquod of Reginax has been appointed a part-time member. Mr. Anaquod is a professor of Indian Studies at the Saskatchewan Indian Federated College where he has taught since 1990 and is a member of the Muscowpetung First Nation (Ojibway/Cree). He obtained his B.A in Sociology and Anthropology from Carleton University in 1978 and his Masters in Education from Harvard University specializing in international education in 1980. During his career he has served as a Privy Council Officer in the Federal-Provincial Relations Office, a senior policy advisor and later executive director of the Federation of Saskatchewan Indian Nations, and director of the Indigenous Centre for International Development. In 1997 he helped establish the First Nations Bank of Canada, Canada's eleventh domestic bank. Atlantic Region Réjean Aucoin of Chéticamp, Nova Scotia, has been appointed as a part- time member. Mr. Aucoin is a lawyer who obtained his law degree from the Université de Moncton in 1991. He has been in private practice since 1993 after articling with Justice Canada between 1991 and 1992. For the past four years he has served as president of l'Alliance des radio communautaires du Canada and since 2001 as chairman for the Chéticamp Main Street Enhancement Project. Since 2003 he has been a member of the Nova Scotia French Lawyers Association. Appeal Division (Ottawa) Mr. Jean-Pierre Beauchesne of Beloeil, Quebec, has been appointed as a full-time member of the Appeal Division of the National Parole Board. The Appeal Division is responsible for reviewing Parole Board decisions to ensure that the rules of fundamental justice are adhered to and that the procedural safeguards are respected in the decision-making process. Mr. Beauchesne is a lawyer who has been a member of the Quebec Bar since 1976. For most of his career he worked in private legal practice. He was appointed to the National Parole Board as a part-time member in 1996 and has served as a full-time member since 1999. The National Parole Board is an independent tribunal responsible for deciding the timing and conditions of release of offenders on various forms of parole. As part of the criminal justice system, the Board contributes to the protection of society by facilitating the timely integration of offenders as law-abiding citizens.
