DND and Municipality of Shannon Cooperate on Test Well Drilling

November 4, 2004 OTTAWA -- The Department of National Defence (DND) and the Municipality of Shannon will work together in gathering information on trichloroethylene (TCE) contamination on municipal property. DND is drilling test wells in various locations, including private properties, to determine whether other sources of contamination exist, to study the extent of the contamination plume and to assess if there is a link from the underground water supply to the Jacques Cartier River. Obtaining these samples is important to helping find ways of remediating or controlling the problem, and will also allow the department to immediately notify residents of a potential health or safety concern. DND will inform the municipality in advance of the location of wells to be drilled and their estimated depth. DND and the municipality have agreed that, should the municipality wish to have an observer on site, they are welcome to do so. DND will also share the raw data collected from wells on municipal land within one working day of their receipt by DND, and will seek permission of property owners, other than the municipality, to be able to release test results obtained on those properties to the Municipality of Shannon and other authorities. DND's aim is to ensure openness and transparency with the citizens of Shannon . The Mayor of Shannon, Mr Clive Kiley stated, "Our Municipality is extremely pleased to work in partnership with the Federal Government towards resolving the water contamination issues and ensuring the health and safety of Shannon citizens." In April, the Minister of National Defence announced the department would provide the Municipality with $19 million for the development of a new potable water supply and connection of homes potentially affected by TCE.
