OTTAWA, November 7, 2005 The Honourable Jean-C. Lapierre, Minister of Transport and Political Lieutenant for Quebec, on behalf of the Honourable Scott Brison, Minister of Public Works and Government Services, today announced that a $13,406,560 competitive contract has been awarded to David S. Laflamme Construction Inc. to reconstruct the Laniel Dam in Laniel, Quebec. The project, which will replace the concrete spillway and rock-fill embankment of the dam, will be completed in the fall of 2007.
"By replacing the dam, the Government of Canada is ensuring the best possible investment on behalf of taxpayers," said Minister Lapierre. "Public Works and Government Services Canada has taken the time to carefully study all options and consult broadly before beginning the work to replace the dam. The project will be carried out in an environmentally sound and sustainable manner, while working with the community to ensure a smooth rehabilitation process."
Created by the federal Department of Public Works in 1911 for navigation and energy production of the Ottawa River, the Laniel Dam controls the flow to the Ottawa River from the Kipawa reservoir, which is in the county of Témiscamingue, Québec. Although normal routine maintenance has taken place, Public Works and Government Services Canada (PWGSC) is replacing the Laniel Dam to ensure the safety of the neighbouring communities.
Prior to awarding this contract, PWGSC held targeted consultations with the community, recreational groups, First Nations and the general public to ensure that their concerns were considered. An environmental assessment was also done to avoid impact to fish habitat and spawning in the reconstruction area. The department will work with neighboring municipalities and Hydro-Québec to ensure that measures are taken to protect persons and property along the Kipawa Reservoir, Gordon Creek and the town of Témiscaming, during and after the construction work.
