At 12:05 (Eastern Standard Time), copies of the speech will be available to journalists, under embargo. The lock-up will be held at the Bank's head office in Ottawa. The embargo will be lifted at 13:05 (Eastern Standard Time), 15 minutes before the scheduled beginning of the speech.
