OTTAWA — The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, today announced that the report detailing the findings of the review of decisions and issues associated with the Toronto Port Authority and with transportation links to the Toronto City Centre Airport, currently being conducted by Mr. Roger Tassé, will now be submitted by
October 15, 2006.
The review was called to provide the Government of Canada with an independent view of decisions, actions and transactions made concerning proposals for the link to and the operation of the Toronto City Centre Airport.
"This review, and the issues related to it, are quite complex," said Minister Cannon. "Mr. Tassé's request for a short extension is justified by the effort needed to fully evaluate and report on issues involving numerous events that have transpired over an extended period of time."
Since his appointment by the Minister on May 1, 2006, Mr. Tassé has met with numerous groups and individuals and reviewed dozens of documents in support of his mandate. Due to the volume of documents to be reviewed and the number of issues under analysis, Mr. Tassé has requested an extension and it was granted by the Minister in order to allow a thorough and extensive examination to be conducted in accordance with the terms of reference for his contract. Mr. Tassé will also be drawing on the outcomes of the work of an accounting expert.
The Toronto City Centre Airport is operated by the Toronto Port Authority under the terms of the Tripartite Agreement. The agreement was signed in 1983 by the City of Toronto, the Toronto Harbour Commissioners (now the Toronto Port Authority) and the Minister of Transport on behalf of the federal government and amended by these parties in 2003.
