OTTAWA - The Honourable Lawrence Cannon, Minister of
Transport, Infrastructure and Communities, today announced the appointment of
Mr. Alfred H. E. Popp as administrator, and the appointment of Mr. Pierre Adam
as deputy administrator, of the Ship-Source Oil Pollution Fund.
"I am delighted that these distinguished individuals will serve in these roles,"
said Minister Cannon. "With their extensive legal and business administration
experience, respectively, I am confident they will bring a wealth of expertise
to the management of this important fund."
Mr. Alfred H. E. Popp holds a bachelor of laws from Rhodes University and a
master of laws from the University of Ottawa. He became a member of the British
Columbia Bar in 1968 and was awarded Queen's Counsel in 1986. Prior to his
retirement in 2005, he was a lawyer in private practice and government for over
40 years. He devoted many of these years to the development of Canadian and
international maritime law, and has retained an active interest in these areas
since his retirement. In 2006, he became the secretary treasurer of the Canadian
Maritime Law Association, and later that year he was elected to serve on the
board of directors of the Association of Maritime Arbitrators of Canada. He
continues to serve on the academic committee of the International Maritime Law
Institute. Mr. Popp has been appointed as administrator of the Ship-Source Oil
Pollution Fund for a term of four years.
Mr. Pierre Adam earned a bachelor's degree in accounting sciences and a
certificate in administrative sciences from l'Université de Montréal. He
currently serves as director, international business development for Experco
International (Teknika HBA international division), a consulting engineering
firm. In 1976, he founded a chartered accountant office, along with two
partners, before merging with an international chartered accountants firm in
1988. As vice-president, he was responsible for business development and several
international projects in fields such as institutional support, reinforcement of
small and micro enterprises and training of new entrepreneurs. Mr. Adam has been
appointed as deputy administrator of the Ship-Source Oil Pollution Fund for a
term of three years.
The Ship-Source Oil Pollution Fund came into force in April 1989 through
amendments to the Canada Shipping Act. The fund is liable to pay claims for oil
pollution damage or anticipated damages caused by the discharge of oil from a
ship at any place in Canada, or in Canadian waters including the exclusive
economic zone.
