Passport Official Pleads Guilty to 26 Fraud Charges

News Release

OTTAWA — May 16, 2007 — A former Examination Officer with the Canadian Passport Office in Gatineau pled guilty today to 26 criminal charges related to passport fraud.
Between December 2003 and June 2004, Emmanuel Villarceau, 39, of Ottawa, had been fraudulently completing passport applications for Canadian citizens living outside of the country. In November 2004, he was released from his position at the Canadian Passport Office and in October 2006, he was arrested and charged by the Ottawa RCMP's Immigration, Passport and Special Investigations Section (IPSIS). Some of the charges include:

Breach of Trust (Section 122 CCC)
Forgery (Section 367 (A) CCC)
Uttering Forged Documents (Section 368 (1) (a) CCC)
Fraud (Section 380 (1) (a) CCC)
Forging a Passport (Section 57 (1) (a) CCC)
Making a False Statement to Obtain a Passport (Section 57 (2) (a) CCC)

RCMP IPSIS investigates fraud, human trafficking, the smuggling of illegal immigrants into Canada, the counterfeiting of travel documents and the corruption of government officials responsible for delivering Canada's federal immigration, citizenship and passport programs.
IPSIS has always been a strong supporter of law-enforcement partnerships at the local, national and international levels.
