CFNIS 2007-08 - September 4, 2007
OTTAWA - An independent investigation has concluded that there
is no evidence to support allegations brought forward against the Canadian
Forces Provost Marshal (CFPM).
Allegations contained in a February 21, 2007
letter of complaint by Amnesty International Canada and the British Columbia
Civil Liberties Association stated that by exhibiting, “a willful blindness to the consequences of transferring
detainees […] the Provost Marshal and unidentified members of the Military
Police may have aided or abetted the torture of detainees.”
The investigation has concluded that there is no evidence to support the allegations
contained in the complaint with respect to the CFPM and that there is no evidence
of any criminal act by the CFPM.
The CFPM is in the direct chain of command of the Canadian Forces National
Investigation Service (CFNIS). Therefore, to ensure investigative independence,
the Commanding Officer of the CFNIS directed that the investigation be conducted
by an outside agency. Two Royal Canadian Mounted Police (RCMP) superintendents
were assigned to investigate the complaints.
The CFNIS is an independent Military Police unit with a mandate to investigate
serious and sensitive matters in relation to National Defence property, Departmental
employees and Canadian Forces personnel serving in Canada and abroad.
