Ottawa, March 19, 2008 – The RCMP has received the Ontario Provincial Police (OPP) report pertaining to the OPP's review of the investigation by Ottawa Police Service (OPS) into RCMP pension matters.
The OPP report found that the OPS investigation of the RCMP pension plan was adequate. A number of concerns were identified in the report with respect to a lack of transparency and independence during the course of the investigation. The OPP did however determine that these issues did not ultimately affect or obstruct the final outcome of the investigation. The OPP also recommended that a further investigation be undertaken to determine if criminal misconduct was involved in the outsourcing of the RCMP insurance plan.
"We have reviewed the report and accept its findings and recommendations including the need for further investigation into the insurance matters. I have asked the OPP to conduct this investigation and the RCMP will cooperate fully," stated RCMP Commissioner William J.S. Elliott.
The OPP review was conducted at the request of former RCMP Commissioner Beverly Busson following recommendations by David Brown, Q.C., who was appointed by the Federal Minister of Public Safety and the President of Treasury Board to conduct an independent investigation into the RCMP pension matters.
