The Canadian Environmental Assessment Agency (the Agency) re-declares the report entitled Routine Projects in National Park Communities to be a model class screening report (MCSR) pursuant to the provisions of subsection 19(1) and paragraph 19(2)(b) of the Canadian Environmental Assessment Act (the Act).
Public consultations on the MCSR took place from July 20 to August 3, 2009. The Agency received one written submission from the public concerning the MCSR. In making the declaration proposed by the Parks Canada Agency (PCA), the Agency has reviewed the MCSR and has determined the project screening process, as described in the document, meets the requirements of the Act for the environmental assessment of this particular class of projects. It is also the Agency's opinion that the class of projects described in the MCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The declaration is effective August 11, 2009 and is subject to the following terms and conditions:
- according to the provisions of the Act, the declaration is valid until July 30, 2014;
- PCA will notify the Agency, in writing, a minimum of six months prior to the date on which the declaration expires, of its intention to either re-declare the MCSR, or not to re-declare the MCSR and thereby allow the declaration to expire; and
- PCA and the Agency will ensure the MCSR is made available to the public in accordance with the requirements of the Act. As such, PCA will place the MCSR in the Canadian Environmental Assessment Registry (the Registry). On a quarterly basis, PCA will also post on the Registry Internet site a statement of the projects for which the MCSR was applied, as required under the Act. The quarterly schedule for posting on the Registry Internet site is contained in the addendum to the MCSR.
