HISTORY
In October 2009, the Government of Canada announced close to $300 million invested in 11 infrastructure projects for both CFB Kingston and the Royal Military College (RMC) Kingston. These projects will generate significant economic benefits to the region.
This infrastructure falls within the Canada First Defence Strategy, which sets a detailed road map for the modernization of the Canadian Forces. New infrastructure will help replace dated defence infrastructure and support a first-class, modern military that is ready to take on the challenges of the 21st century.
These projects are:
All Ranks Dining Facility - The building will provide additional dining room space to support the increased number of personnel at the base for training. A construction contract was awarded to Ross Clair Construction, of Toronto, Ont., for $13.3 million through an open, fair and transparent competitive process.
Vimy Training Quarters - The Vimy Training Quarters project involves the construction of single accommodations equipped with 97 beds for trainees and augmentation personnel. The construction of the training quarters began in spring 2008 and is scheduled to be completed in fall 2009. A construction contract was awarded to R.E.Hein Construction Ltd, of Ottawa, Ont., for $8.6 million through an open, fair, and transparent competitive process.
Training Accommodations - As part of an overall departmental program to modernize Canadian Forces training accommodations across the country, this project involves the construction of a 99-unit/room facility at CFB Kingston. The construction of the training accommodation facility is anticipated to begin in summer 2010 and is expected to be complete by fall 2011. A design contract was awarded by the Government of Canada to GRC Architects, of Ottawa, Ont., for $688,914, through an open, fair, and transparent competitive process.
Line Training Facility - This facility will enable the School of Communication and Electronics to provide Communication Information System (CIS) training for both domestic and deployed forces. This project is expected to begin by spring 2010, and is anticipated to be complete by winter 2010. A design contract was recently awarded to JP2G from Ottawa, Ont., for $300,000 through an open, fair, and transparent competitive process.
Renovation of the Basement of Mackenzie Building - This renovation will provide much needed space for administrative offices, general purpose classrooms as well as a meeting room. Construction began in summer 2008 and is anticipated to be completed by November 2009. A construction contract was awarded to WEMP & Smith Construction of Kingston, Ont., for $1.6 million, in summer 2008 through an open, fair, and transparent competitive process.
Vimy Electrical Substation - This project includes a new electrical substation which will provide power to the Vimy side of the base. The substation will be comprised of a power transformer complete with associated switchgear and tower structure that will meet future demands for power as a result of newly planned infrastructure at CFB Kingston. Construction of the new Vimy electrical substation began in spring 2008 and was completed in winter 2008.
Security and Access Control - RMC – This three-phased project will provide security cameras and access control to dormitories, academic buildings, administrative buildings and public access systems at RMC Kingston. Phases 1 and 2 of this project are completed. Work on Phase 3 began in spring 2009, and completion is anticipated in winter 2010. A contract was awarded to PENDER Lock and Security for $2.9 million, through an open, fair, and transparent competitive process.
Upgrades to Municipal Works, Lance and Red Patch Avenues - This project included work on the roads, water mains, sanitary sewers, streetlights, and other related items such as hydrants, water valves, water meters, sewer manholes and storm sewer structures. The upgrades to municipal works project began in summer 2008 and were completed in spring 2009. A contract was awarded to Gordon Barr Limited from Kingston Ont., for $1.3 million through an open, fair, and transparent competitive process.
Renovation of the RMC Academic Complex – Upon further departmental approval,this six- phased project to renovate the RMC academic complex will provide a new insulated exterior, and upgrades to the mechanical systems and structures at the Sawyer Complex and Girouard buildings at RMC Kingston. This project is planned to begin in the fall 2009 and is expected to be complete by fall 2016. A design contract was awarded to JL Richards of Ottawa, Ont., for approximately $2 million.
Renovation of RMC Dormitories - This five-phased renovation project includes the renovation of RMC dormitories, including upgrades to the building’s electrical, plumbing and mechanical systems, the replacement of windows, and the installation of a sprinkler fire protection system. Construction of the fifth and final phase is expected to start spring 2010, and be complete by winter 2011. (Phases 1 through 4 are complete.) A contract is being put out to tender at this time.
Construction of a Health Services Centre – In accordance with the Green Building Policy, this project will meet facility requirements to provide comprehensive medical and dental services for the base, cadets, and staff. The new Health Services Centre will provide the appropriate space required for the growing community. Construction of the new Health Services Centre is expected to begin early 2010 and be completed in late 2012. A construction contract has not yet been awarded to date.
