OTTAWA — Regulatory amendments enable the Great Lakes Pilotage Authority to adjust its tariff rates and maintain safe and efficient pilotage services in the Great Lakes.
The Regulations Amending the Great Lakes Pilotage Tariff Regulations allow the Great Lakes Pilotage Authority to implement a temporary surcharge for pilotage services, thereby helping the Authority operate on a self-sustaining financial basis and reduce its deficit.
Under the amendments, a 15-per-cent temporary surcharge applies to shipping industry vessels transiting the Great Lakes until December 31, 2010, when the surcharge expires. These amendments involved considerable consultation and discussions with the marine industry and other key stakeholders over a three-month period.
The Great Lakes Pilotage Authority is responsible for operating, maintaining and administering, in the interests of safety, an efficient pilotage service within all Canadian waters of the Great Lakes. The Pilotage Act allows the Authority to prescribe tariffs of pilotage charges that are fair and reasonable, and that permit the Authority to operate on a self-sustaining financial basis.
The Regulations Amending the Great Lakes Pilotage Tariff Regulations were pre-published in the Canada Gazette, Part I, on July 18, 2009. No comments or notices of objection were received during the 30-day public comment period. The amendments were published in the Canada Gazette, Part II, on September 30, 2009.
