OTTAWA — New regulatory amendments allow the Atlantic Pilotage Authority to adjust its general tariffs of pilotage charges for 2010. These changes will offset inflation, provide funding to maintain pilot resources and improve pilot boat services in some ports.
Under the amendments, the Authority will increase its tariffs in seven compulsory pilotage areas — Placentia Bay, St. Johns and Holyrood (Newfoundland and Labrador), Halifax, Strait of Canso and Bras d'Or (Nova Scotia) and Saint John (New Brunswick). It will also introduce a variable fuel charge to reflect the actual cost of fuel for its pilot boats in Halifax, Saint John and Placentia Bay. The tariff increases are estimated at six per cent overall.
The Atlantic Pilotage Authority is a financially autonomous Crown corporation whose role is to establish, operate, maintain and administer, in the interest of safety, an efficient pilotage service in Canadian waters in and around the Atlantic provinces. The Authority sets tariffs of pilotage charges that are fair and reasonable, and that provide sufficient revenues for the Authority to be financially self-sustaining.
The Regulations Amending the Atlantic Pilotage Tariff Regulations, 1996 were pre-published in the Canada Gazette, Part I, on November 7, 2009, and no comments or notices of objection were received. The amendments were published in the Canada Gazette, Part II, on December 23, 2009, and will come into effect on January 1, 2010.
