Biographical notes
The Honourable Jim Flaherty, Minister of Finance, today announced the new membership of the Economic Advisory Council, which was first established at the outset of the global recession in 2008. The members include Canadian business and academic leaders who provide advice to the Government on a broad range of fiscal, economic and financial issues.
“While Canada’s economy is showing encouraging growth, the global economic recovery remains fragile,” said Minister Flaherty. “During this crucial period, we are bringing together some of Canada’s most talented business and economic innovators to help us continue to make economic progress and return to budget balance.”
The group of 11 members from across Canada will meet with the Minister today in Toronto. They will meet periodically in the future to provide advice to the Government as required.

Minister Flaherty said the Council members have agreed to a salary of $1, with their expenses being reimbursed by the Government. Biographical notes are attached.

Janice MacKinnon (Chair)
Janice MacKinnon, a professor of fiscal policy at the University of Saskatchewan, is Chair of the Board of the Institute for Research on Public Policy, a federally endowed Montréal-based research institute, and Fellow of the Royal Society of Canada.
She has an Honours B.A. from the University of Western Ontario and an M.A. and Ph.D. from Queen’s University. She is the author of three books: The Liberty We Seek: Loyalist Ideology in Colonial New York and Massachusetts published by Harvard University Press; While the Women Only Wept: Loyalist Refugee Women in Eastern Ontario; and Minding the Public Purse: The Fiscal Crisis, Political Trade-offs, and Canada’s Future.
Between 1991 and 2001 she was a cabinet minister in Saskatchewan and held various portfolios including Minister of Finance, Minister of Social Services, Minister of Economic Development, and Government House Leader.
Peter M. Brown
Peter Brown is the Chairman of Canaccord Financial Inc., which he founded in 1968. Mr. Brown is currently Chairman of the Fraser Institute and a member of the 2010 Olympic Committee. He is also on the Board of BC Pavilion Corporation (Convention Centre and Stadium), the Investment Industry Association of Canada, Vancouver Board of Trade and Canadian Securities Transition Committee.
Mr. Brown has also served as Chair of the University of British Columbia, the Vancouver Stock Exchange and two provincial Crown corporations, and he chaired the Finance Committee of Expo 86. Among others, he has served on the Board of the Vancouver Art Gallery, The Atlantic Institute for International Affairs, the Canadian Institute of Chartered Accountants Accounting Research and Advisory Board, the BC Lions and Whistler Mountain Ski Corporation.
Mr. Brown has received many awards including the Pacific Entrepreneur of the Year, Her Majesty’s Commemorative Golden Jubilee Medal and the Order of British Columbia. He was named “Person of the Year” by the Brotherhood Interfaith Society and was the first civilian to receive the Chief’s Citation for Service to the Vancouver City Police. In 2007 he received an honorary Doctor of Laws from the University of British Columbia and in 2010 was inducted into the Canadian Mining Hall of Fame.
Paul Desmarais, Jr.
Paul Desmarais, Jr. is Chairman and Co-Chief Executive Officer of Power Corporation of Canada and Chairman of the Executive Committee of Power Financial Corporation.
Mr. Desmarais is Chairman of the Board of Governors of The International Economic Forum of the Americas, Founder and Chairman of the International Advisory Committee of École des Hautes Études Commerciales, Montréal, and Founder and Member of the International Advisory Board of the McGill University Faculty of Management. He is also National Campaign Co-Chair for the Nature Conservancy of Canada, Vice-Chairman and member of the Executive Committee of the Canadian Council for Chief Executives, and member of the National Strategy Council of the Mazankowski Alberta Heart Institute.
He is also a member of the International Council (France) and a trustee of the Brookings Institution (United States).
George F.J. Gosbee
George Gosbee is currently the President and CEO of AltaCorp Capital Inc. He is also the Vice Chairman of the Alberta Investment Management Corporation and is director of Chrysler Group LLC.
In the community, he serves on the board of the Libin Cardiovascular Institute of Alberta, is an Advisor for the School of Public Policy at the University of Calgary, is on the Management Advisory Committee for the Haskayne School of Business, and is a board member for the Edge School. In 2009, Mr. Gosbee was named a Young Global Leader by the World Economic Forum in Davos, Switzerland.
Mr. Gosbee holds a Bachelor of Commerce degree from the University of Calgary, where he specialized in Finance and Petroleum Land Management.
Duncan N. R. Jackman
Duncan Jackmanis Chairman, President and Chief Executive Officer of E-L Financial Corporation Ltd., an investment and insurance holding company.
He is also Chairman and President of Economic Investment Corporation and United Corporations Limited, and a member of the Boards of Directors of several public and private companies.
Mr. Jackman is Chair of the Patron’s Council for Community Living Toronto, which provides support to individuals with an intellectual disability searching for accessible and meaningful ways to live in the community. He graduated with a Bachelor of Arts degree in literature from McGill University.
Monique Jérôme-Forget
Monique Jérôme-Forget is a Special Advisor in the law firm Osler, Hoskin & Harcourt. She was a Member of the National Assembly from 1998 until April 2009 and served as Minister of Finance, Minister of Government Services, President of the Treasury Board and Minister responsible for government services.
Ms. Jérôme-Forget holds degrees in Economics and Political Science from the University of London, History from Johns Hopkins, Political Economy from the Université de Montréal, and a B.A. and Ph.D. in Psychology from McGill University. She received the McGill University McConnell Scholarship and the Government of Quebec Scholarship.
She is active with a variety of community, cultural, medical and educational organizations. She has also been President of the Institute for Research on Public Policy as well as a columnist for The Financial Post and Les Affaires.
Jack M. Mintz
Jack Mintz is the Palmer Chair in Public Policy at the University of Calgary.
Dr. Mintz was a Professor of Business Economics at the Rotman School of Business from 1989 to 2007 and at the Department of Economics at Queen’s University from 1978 to 1989. He was a Visiting Professor, New York University Law School, in 2007; President and CEO of the C. D. Howe Institute from 1999 to 2006; Clifford Clark Visiting Economist at the Department of Finance Canada; Chair of the federal government’s Technical Committee on Business Taxation in 1996 and 1997; and Associate Dean (Academic) of the Faculty of Management, University of Toronto, from 1993 to 1995.
Dr. Mintz has consulted widely with the World Bank, the International Monetary Fund, the Organisation for Economic Co-operation and Development, the governments of Canada, Alberta, New Brunswick, Ontario and Saskatchewan, and various businesses and non-profit organizations.
Andrew Oland
Andrew Oland is President of Moosehead Breweries Limited, the sixth-generation member of his family to lead the Oland brewing business started by his great-great-great grandmother Susannah Oland in 1867.
Mr. Oland received his business degree in 1989 from Old Dominion University in Norfolk, Virginia, and his MBA from Harvard Business School in 1997.
Mr. Oland is also active in the community and is currently a board member of the Atlantic Institute for Market Studies.
Jim Pattison
Jim Pattison is the Chairman, Chief Executive Officer and sole owner of The Jim Pattison Group, one of the largest privately held companies in Canada.
Mr. Pattison serves as a director on various boards, including Canadian Forest Products (Canfor Corporation), Brookfield Asset Management and Sun-Rype Products, and serves as a Trustee on the Board of the Ronald Reagan Presidential Foundation. Mr. Pattison was appointed to the Order of Canada in 1987 and the Order of British Columbia in 1990. He is also the recipient of the Governor General’s Commemorative Medal for the 125th Anniversary of Canada. Mr. Pattison is an inductee of the Canadian Business Hall of Fame and the Canadian Professional Sales Association Hall of Fame.
Edward S. Rogers
Edward Rogers is Deputy Chairman and Executive Vice President Emerging Business, Corporate Development of Rogers Communications, a diversified Canadian communications and media company. Mr. Rogers has served a range of leadership roles in the company, including Senior Vice-President, Planning and Strategy, Vice-President and General Manager of the Toronto region, and Vice-President and General Manager of Paging, Data and Emerging Technologies for Rogers Wireless.
A graduate of the University of Western Ontario, Mr. Rogers is on the board of directors for Rogers Communications Inc., The Canadian Sigma Chi Foundation, The Sick Kids Foundation and The OnexOne Foundation. Mr. Rogers and his wife Suzanne are honorary founders of OnexOne, a global charitable organization which assists in improving the lives of children in Canada and around the world.
Rob Wildeboer
Rob Wildeboer is the Executive Chairman and co-founder of Martinrea International Inc., a global leader in automotive parts manufacturing and product development.
Previously, Mr. Wildeboer was a partner of Wildeboer Dellece LLP, a law firm that practises corporate, securities and tax law, which he co-founded in 1993. Prior to that Mr. Wildeboer had been a lawyer with Stikeman, Elliott; an associate professor of law at Osgoode Hall Law School, where he taught corporate law and corporate finance; and a regulator with the Ontario Securities Commission.
Mr. Wildeboer is Vice-Chairman of Aecon Group Inc., Canada’s largest public infrastructure company; a director and Vice-Chairman of the Automotive Parts Manufacturers’ Association; a director of the Canadian Automotive Partnership Council; a member of the Science, Technology and Innovation Council created by the Government of Canada; a member of the Ontario Manufacturing Council; the Chairman of the Macdonald-Laurier Institute, a leading Ottawa-based think tank; and a director or advisor of numerous private corporations and charitable organizations.
Mr. Wildeboer holds an undergraduate degree from the University of Guelph, a law degree from Osgoode Hall Law School, an MBA from York University and an LLM from Harvard University.
