Constructing new defence infrastructure is in line with the Canada First Defence Strategy, which sets a detailed road map for the modernization of the Canadian Forces. New infrastructure will help replace dated defence infrastructure and support a first-class, modern military that is ready to take on the challenges of the 21st century.
Defence infrastructure projects announced September 10th are:
Construction of a New Steam Central Heating Plant at Shearwater
This project will construct a new steam central heating plant with three boilers with multi-fuel capability, which will be connected to the existing steam distribution infrastructure at Shearwater. The new steam plant will meet the long-term steam and heating requirements of the Shearwater site. This project will ensure that Canadian Forces personnel have a comfortable workplace.
Overall project value (including taxes): approximately $26.9 million
The following defence infrastructure projects are currently in the early design phase. Design work for these projects will be underway in the next 12 months.
Construction of Ammunition Storage Facilities - Canadian Forces Ammunition Depot (CFAD) Bedford
This project involves the construction of a seven new ammunition storage facilities, or ‘magazines’, in the western portion of the Depot. The new magazines will meet military storage requirements of approximately 3,652 m2, providing safe and suitable storage for the required type and quantity of ammunition.
Overall project value (including taxes): approximately $23.5 million
Replacement of the Emergency Power System - CFAD Bedford
This project will replace the existing emergency generator system to meet current and long-term emergency power demands. This replacement will support the redevelopment of CFAD Bedford. The new emergency generator will ensure ammunition support to Atlantic Canada-based Canadian Forces units, with the exception of CFB Gagetown.

Crash Barriers and Vehicle Search Area - CFAD Bedford
This project will provide additional security restraints to better manage access to the explosive area. This project includes the installation of crash barriers, and minor infrastructure including a pull-over zone, small parking area, and closed circuit television system modifications.

Replacement of the Central Heating System - CFAD Bedford
This project will replace the current central heating plant to meet long-term heating requirements and the redevelopment of CFAD Bedford. This project will include the installation of a combination of small localized heating plants made up of a miniature boiler and piping. This plant will have the ability to heat a cluster of buildings in close proximity, as well as individual building heating systems. This project will ensure that Canadian Forces personnel have a comfortable workplace.

Construction of a Salvage Building - CFAD Bedford
This project involves the construction of a 1,655 m2 salvage building to safely examine ammunition scrap and salvage, and ensure that live ammunition or explosive-contaminated salvage does not leave the site. The new salvage building will provide protection for personnel from the effects of an accidental explosion at other locations.

Renovation of Building BM203 to consolidate light industrial and administrative functions - CFAD Bedford
This project will renovate Building BM203 into 2,389 m2 of office and light industrial space in order to consolidate a number of functions that are currently being performed over a large area of the CFAD Bedford, including the non-explosive light industrial and administration activities.

Construction of a new Transport, Electrical, and Maintenance Engineering (TEME) Facility - CFB Halifax
This project involves the recapitalization of facilities required to accommodate transport and electrical-mechanical engineering operations, which support the Maritime Force Atlantic Formation and its lodger units at CFB Halifax. Construction will include the design and construction of an 11,935 m2 two-story high bay structure. This project will consolidate the TEME organization into one facility, streamlining its responsibilities and increasing efficiency.

Replacement of Building 1 - Defence Research and Development Canada (DRDC) Atlantic
This project will redevelop the DRDC Atlantic campus at 9 Grove Street in Halifax, by constructing a new 9,042 m2 facility to replace Building 1. This project will consolidate functions located in buildings 2, 12, and 15, which will be demolished. The building will provide personnel with modern research and development tools required for scientific analysis.
