DARTMOUTH, Nova Scotia, September 12, 2010 - Today the Honourable Peter MacKay, Minister of National Defence and Regional Minister for Nova Scotia and the Honourable Gail Shea, Minister of Fisheries and Oceans (DFO), announced the award of a $14.5 million contract to construct a new building for the Canadian Coast Guard (CCG) in the Maritimes Region. They made the announcement on behalf of the Honourable Rona Ambrose, Minister of Public Works and Government Services Canada (PWGSC).
PCL Constructors Canada, Inc., a nationally-known company with offices in Dartmouth, N.S., has been awarded the contract to design and build a new facility on the campus of the Bedford Institute of Oceanography (BIO). The contract was awarded following an open and transparent competitive process. The project will be managed by PWGSC on behalf of DFO.
"The Government of Canada, under the leadership of Prime Minister Stephen Harper, is pleased to announce this important project to help the Canadian Coast Guard better serve Atlantic Canadians," said Minister MacKay. "This new building will ensure that the Canadian Coast Guard has the facilities it needs to carry out the important work it does for Canadians, supporting marine safety and security."
"The government is pleased to award this contract after a fair and transparent competitive bidding process," said Minister Shea. "This new building will not only demonstrate the government's commitment to the important work of the Coast Guard, but also to the greening of government operations."
The move will create efficiencies by bringing together the work of DFO employees and the Canadian Coast Guard functions, as well as better linking CCG with its other facilities near BIO, namely its Regional Operations Centre and Marine Communications and Traffic Services Centre at Shannon Hill.
A number of CCG activities, including fleet operations, have already been moved to BIO from the current Dartmouth base. More than 160 CCG employees currently located at two locations in Dartmouth will move to the new building.
The new building will offer 3,724 square metre of usable space and will incorporate environmentally sustainable design features such as a "green" roof, optimal use of sunlight exposure and use of recycled building materials. It will feature a cooling system using seawater from Bedford Basin and will be heated with natural gas.
The project has a target of LEED® (Leadership in Energy and Environmental Design) Gold certification for energy efficiency. Construction should begin shortly with completion scheduled for November 2011.

New Canadian Coast Guard Building Project
Public Works and Government Services Canada awarded the contract for the new Canadian Coast Guard (CGG) building to PCL Constructors Canada Inc. (PCL) in the amount of $14.5 million, following an open and transparent competitive bidding process. This contractor is a nationally-known company with a broad range of experience with offices in Dartmouth.
The CCG is responsible for a range of maritime safety services, including marine search and rescue, environmental response, aids to navigation and marine communications. Employees of the CCG are currently housed at Marine House, a government office building on Portland Street in downtown Dartmouth, with other staff located within the Bedford Institute of Oceanography (BIO) and at the Dartmouth Coast Guard Base on Parker Street.
The new site, to be located on Discovery Drive overlooking Bedford Basin and adjacent to BIO, will consolidate both operational and administrative CCG staff-a total of more than 160 employees. Space vacated at Marine House will be used to accommodate Fisheries and Oceans employees currently remaining at the Dartmouth Coast Guard Base, as well as staff from other federal government departments.
This will be a design-build project, which means PCL Constructors Canada Inc must also design the building as part of the contract. An artist's rendering of the new building is available.
The new six storey building will be approximately 5300 square metres in total area with 3724 square metres of usable area. The lower level of the facility will house the Coast Guard Search and Rescue and Environmental Response teams with ground level access to a small boat launch ramp and the Bedford Basin.
The project is targeting a LEED® Gold standard and will reflect the government's goal of greening its operations. Temperature control will feature deep-water cooling from the Bedford Basin through the BIO Energy Center, heating with natural gas and maximizing sunlight exposure; reducing hydrocarbon emissions while ensuring employee comfort. The new facility could be ready for occupancy in November 2011.
