TransLink has selected Cubic Transportation Systems with IBM Canada as the preferred proponent to design, build and operate the electronic fare card and fare-gate system, set to begin operations in the Metro Vancouver transit system by 2013.
TransLink's new system is expected to increase the efficiency, effectiveness and security of the transit system by providing a convenient and seamless "one card" approach for customers to travel all modes of transit. As well, fare gates will provide a visual and physical deterrent to entering the system without payment. The new system will also accept contractless bank-issued cards for tourists, casual riders and others and will allow TransLink to collect important trip and ridership data to enable more coordinated system planning and deployment.
Cubic Transportation Systems, a subsidiary of Cubic Corporation, has demonstrated experience in successful delivery and service of large AFC (automatic fare collection) systems worldwide, including:
- London Prestige Project Oyster Card System;
- Metropolitain Atlanta Breeze Card System;
- Los Angeles Metro TAP Card System;
- Los Angeles Metro TAP Card System;
- Miami Dade County EASY Card System; and
- Brisbane, Australia go Card System.
IBM has been recognized by its customers and industry analysts across North America as being a leader in the Customer Relationship Management (CRM)/Call Centre services and solution marketplace. They have supplied systems and services in British Columbia since 1921.
The Cubic/IBM team was selected from a group of three pre-qualified companies, including Thales/Octopus International Projects and Serco/Parkeon who participated in the request for proposal process. The process included both technical and financial evaluations.
"We are pleased to have Cubic/IBM on board to ensure this project is a success not only during the implementation phase but also through the 10 years they will operate and maintain the system," says TransLink CEO Ian Jarvis. "With the skills and knowledge of a strong proponent who knows our business, matched with the support of our provincial and federal partners, we are confident we will continue to add value to the world-class transit system we operate today."
The Province of British Columbia is providing $40 million and the Government of Canada is contributing up to $30 million from the Building Canada Fund to support the approximately $100 million in eligible costs attributed to the faregates and required station improvements.
"Everyone who uses transit has the right to feel safe and secure," said provincial Transportation and Infrastructure Minister Shirley Bond. "This electronic card and gate system will help create a safer environment for transit users, and will be an efficient and effective way to reduce fare evasion."
"We are pleased to be working with our partners in British Columbia to improve transit for the residents of this province," said the Honourable Stockwell Day, President of the Treasury Board and Minister for the Asia-Pacific Gateway. "The implementation of these electronic fare cards and fare gate project will contribute to a safer and more secure travel system."
TransLink and Cubic/IBM will proceed with the final contract discussions in the New Year. Following that, the design and build of the new system will commence across all of TransLink's public transportation services including Coast Mountain Bus Company, SkyTrain, West Coast Express, SeaBus and HandyDart.
