OTTAWA – February 3, 2011 – The Canadian Environmental Assessment Agency invites the public to comment on the addendum to the comprehensive study report prepared for the proposed Eider Rock Project, Marine Terminal, in Saint John Harbour, New Brunswick.
A comprehensive study report for the project was initially prepared and released for public comment in 2009. In June 2010, the project was modified by the proponent to include the heavy haul road and pipeline connecting the marine terminal to the existing refinery, components that were not part of the original comprehensive study. Also, the modified project no longer includes the refinery and associated land-based infrastructure originally proposed. An addendum to the comprehensive study report has been prepared to reflect the amended development proposal, in accordance with the January 21, 2010 Supreme Court of Canada ruling in MiningWatch Canada v. Canada (Minister of Fisheries and Oceans et al).
Public comments on the addendum to the comprehensive study report received by March 3, 2011 will be considered. All documents received will be considered public and will become part of the project file. Comments submitted during previous public comment periods will be taken into consideration and need not be re-submitted. Following the public comment period on the addendum to the report, and after reviewing the comprehensive study report, its addendum and any comments received, the Minister of the Environment will issue an environmental assessment decision statement.
The comprehensive study report and its addendum, along with more information on this project, are available on the Canadian Environmental Assessment Registry under reference number 07-03-28779.
Irving Oil proposes the construction, operation and decommissioning of a marine terminal, barge landing facility, heavy haul road and pipeline from the marine terminal to the existing refinery in Saint John Harbour, New Brunswick.
The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identifies the environmental effects of proposed projects and measures to address those effects, in support of sustainable development.
