OTTAWA — The Honourable Denis Lebel, Minister of Transport, Infrastructure and Communities, today announced that the Government of Canada is proposing regulatory amendments to allow built-in child seats and built-in booster seats for use by larger and older children.
"Research on child safety tells us that kids are safer when they use child restraints for as long as possible before graduating to using only seat belts," said Minister Lebel. "So, today, in the interest of safety, our government is proposing amendments to increase the size limits of integrated child restraints so our children can use them longer."
The proposed amendment would align the requirements for built-in child restraints with recently proposed, strengthened amendments for removable child restraints. The amendment also includes measures to address several comments received from Parliament's Standing Joint Committee for the Scrutiny of Regulations. For example, the number of child seat anchors required per vehicle type now includes all possible vehicle combinations.
Additionally, this amendment aligns, as much as possible, the Canadian requirements with those of the United States, and includes the use of advanced test dummies and updated testing performance criteria.
The Regulation amending the Motor Vehicle Safety Regulations (specifically, Canada Motor Vehicle Safety Standards Number 209, Seat Belt Assemblies, 210.1, User-ready Tether Anchorages for Restraint Systems, 210.2, Lower Universal Anchorage Systems for Restraint Systems and Booster Cushions and 223, Rear Impact Guards) will be pre-published in the Canada Gazette, Part I, on November 26, 2011.
