The Canadian Environmental Assessment Agency (the Agency) re-declares that special events in the National Historic Sites in Cape Breton contained in the Parks Canada Agency’s Replacement Class Screening Report (RCSR) no longer need to undergo individual environmental assessments.
Parks Canada Agency has conducted a replacement class screening which consists of a single environmental assessment of projects within a designated class. The details of this replacement class screening are provided in the RCSR on special events in the National Historic Sites in Cape Breton.
Public consultation on the RCSR took place from September 7 to October 6, 2011. The Agency received no written submissions from the public during this period. It has reviewed the RCSR and has determined that the project screening process, as described in the document, meets the requirements of the Canadian Environmental Assessment Act (the Act) for the environmental assessment of the particular class of projects. It is also the Agency’s opinion that the class of projects described in the RCSR is not likely to cause significant adverse environmental effects when the design standards and mitigation measures described in the report are applied.
The re-declaration is effective November 4, 2011 and is subject to certain conditions, including:
- The Agency agrees with Parks Canada Agency that the re-declaration is valid until November 2, 2016;
- The Agency will place the RCSR in the Canadian Environmental Assessment Registry (the Registry) at www.ceaa-acee.gc.ca; and
- On a quarterly basis, Parks Canada Agency will post on the Registry a statement of the projects for which the RCSR was applied, as required under the Act.
